The New Vegas Strip and Freeside were meant to be whole zones by themselves. E3 2010 showed of the whole Strip, and it is also rendered that way in the intro cinematic. Freeside was a single massive zone, including a number of generic NPCs like beggars and pickpockets.

What is the console command to delete items or NPCs from the game? I have a few bugged items in my inventory (for some reason, selling modified weapons to shopkeeps is touchy at best) and I accidentally saved it after I loaded in an NPC I wanted to murder without actually affecting the game, so every time I reload the game, he comes back to life thus there are two of him alive.

ResetDialogueFlags or rdf (both do the same). May reset all dialogue trees for everyone, so be careful when you talk to someone. If you have a character selected in the console RDF should just reset that characters dialogue. That will reset the conversations for ALL npc's. A strong word of warning..
