I propose to prepare batch file with commands and then run it from console. Such batch file will be helpful each time you'll start new game. Just remember - using console can block gaining achievements. Just make some changes, save and then restart the game and there shouldn't be problems with achievements.

This would attempt to add 100 to the skill, but (assuming 100 is the "maximum allowed") it would just go to 100. ResetDialogueFlags or rdf (both do the same). May reset all dialogue trees for everyone, so be careful when you talk to someone. If you have a character selected in the console RDF should just reset that characters dialogue. That will reset the conversations for ALL npc's. A strong word of warning.
