It is definitely possible but it depends on the situation. (30 fps should always be the target frame for the best balance between performance and looks) If you plan to fly ga planes ultra will be no problem. I assume about 50-60 fps in "normal" areas and 30fps in new york. If you plan to fly airliners it will get to a limit of joy.
Overall, going from my ultra to low 'presets' improves performance substantially—more than double the fps in my testing—while increasing all of the advanced settings from the defaults (theNot on a laptop but I've played this game on ultra with my i5's onboard gpu. There was a new option „Multithreaded Rendering“ introduced a couple of months ago, which enables ESO to use more CPU cores efficiently. You should see a higher and more constant frame rate in higher population areas.
